You can use a cloth, Q-tips, an old toothbrush, and spray the cleaner onto a rag and wipe the plate and the internals until it is clean. You should open the throttle plate depending on the car's year. You may be able to do it at the throttle body or have someone else turn the key on, but do not start the engine, and press on the accelerator pedal to open it.
